RAKEZ Freezone Setup Guide 2026: Costs, Process and Who It's For

Updated 30 March 2026

If cost is your primary concern when setting up a UAE company, RAKEZ consistently comes up as the cheapest credible option. It’s based in Ras Al Khaimah, about 45 minutes from Dubai, and it undercuts Dubai-based free zones on price by a meaningful margin.

Here’s a practical look at RAKEZ: what it costs, how setup works, and when it makes sense over pricier alternatives.

What Is RAKEZ?

RAKEZ stands for Ras Al Khaimah Economic Zone. It was formed in 2017 by merging two older RAK free zones (RAK Free Trade Zone and RAK Investment Authority). It’s one of the largest free zones in the UAE by number of registered businesses, with over 14,000 companies from more than 100 countries.

RAKEZ is government-owned and regulated by the Ras Al Khaimah government. Key facts:

  • 100% foreign ownership
  • Zero personal income tax
  • No minimum share capital requirement
  • Direct applications accepted (no mandatory agent)
  • Multiple business park locations across RAK

The main trade-off compared to Dubai free zones is the address. RAKEZ gives you a Ras Al Khaimah address, not a Dubai one. For many businesses — particularly those operating internationally or remotely — this doesn’t matter. For businesses that need to impress UAE-based clients or operate heavily in Dubai, it can be a factor.

RAKEZ vs Other Free Zones

Free ZoneLocationApprox. Annual Cost (AED)Best For
RAKEZRas Al Khaimah8,500-13,000Budget-first, remote/online businesses
IFZADubai (DSO)11,500-17,000Dubai address at reasonable price
DMCCDubai (JLT)20,000-30,000+Commodities, prestige address
DIFCDubai50,000+Regulated financial services
ADGMAbu Dhabi15,000-30,000+Financial, professional services

RAKEZ is typically 20-40% cheaper than IFZA for a comparable package. For a solo consultant who doesn’t need a Dubai address, that saving adds up. On a 3-year view, you could be looking at AED 15,000-20,000 saved over IFZA.

What Business Activities Are Available?

RAKEZ covers a wide range of activities across several licence categories:

Professional Licence: Consulting, IT services, marketing, design, education, training, media, HR services, business services

Commercial Licence: General trading, import/export, distribution, e-commerce, wholesale

Industrial Licence: Manufacturing, processing, assembly — RAKEZ has dedicated industrial zones with warehouses and factory units

E-Commerce Licence: Specific licence for online retail and digital business

Freelancer Permit: A standalone permit for individuals (not a full company). Lower cost, designed for solo workers.

RAKEZ also has a Media Zone (RAKIA) and an Academic Zone for education-related activities. Most small businesses and solo founders go with a Professional or Commercial licence.

You can typically list 3-10 activities on one licence depending on the category, making RAKEZ flexible for businesses with multiple revenue streams.

RAKEZ Package Pricing: Real Costs

RAKEZ offers a direct online portal (rakez.com) where you can apply and get quotes. Unlike IFZA, you don’t have to go through an agent, which keeps costs down.

Standard Licence Packages (2026 Estimates)

PackageVisa AllocationApprox. Cost (AED)
Smart Desk (0 visa)0 visas8,500-10,500
Flexi Desk (1 visa)1 visa10,500-13,000
Executive Office (1+ visas)1+ visas15,000-25,000+

Smart Desk is the entry-level option: a virtual office address, no physical space. Flexi Desk adds a shared hot-desk workspace. Executive Office gives you a private office unit.

Additional costs on top of the licence package:

  • Visa application, medical, Emirates ID: AED 3,000-4,500 per person
  • Government processing fees: Usually included in RAKEZ packages (confirm before paying)
  • Agent fee (if used): AED 1,000-2,500 — optional, you can apply directly

A solo consultant on a Flexi Desk package, including their investor visa, typically spends AED 14,000-17,000 all-in for year one. That’s noticeably cheaper than the equivalent IFZA setup.

Annual Renewal

Renewal costs are typically 10-15% lower than year-one because some one-off registration fees don’t repeat:

  • Licence renewal: AED 8,500-12,500 depending on your package
  • Visa renewal (every 2 years): AED 3,000-4,000 per person

RAKEZ licences are annual. Multi-year packages are sometimes available at a discount — worth asking about on signup.

Setup Process Step by Step

Step 1: Choose Your Licence and Package

Start at rakez.com. Use their online cost calculator to get package prices for your activity type. You can apply directly through the portal or use a registered RAKEZ agent if you prefer someone to handle the paperwork.

Decide upfront:

  • Licence type (Professional, Commercial, E-Commerce, Freelancer)
  • Activities (up to the limit for your licence type)
  • Number of visas needed (visa quota = how many residence visas the company can sponsor)
  • Office type (Smart Desk, Flexi Desk, or physical office)

Step 2: Submit Your Application and Documents

Required documents from each shareholder and director:

  • Passport copy (valid at least 6 months from application date)
  • Passport-size photo (white background, plain clothing)
  • Proof of address from your home country (utility bill or bank statement)
  • No Objection Certificate if you’re currently on a UAE employment visa

Corporate shareholders (companies, not individuals) need additional documents: certificate of incorporation, articles of association, and a board resolution authorising the UAE company formation.

Step 3: Pay and Receive Your Documents

RAKEZ processes applications relatively quickly. Standard timeline:

  • Application approval: 2-5 working days
  • Licence issuance: 1-3 working days after approval and payment
  • Total to licence in hand: Usually 1-2 weeks

You’ll receive:

  • Trade Licence
  • Certificate of Incorporation
  • Memorandum and Articles of Association
  • Share Certificate

Step 4: Apply for Your Residence Visa

With your company documents, you (or your agent) apply for an investor residence visa. The visa process is handled through the Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP).

Steps:

  1. Entry permit (if you’re outside the UAE when applying)
  2. Medical fitness test at an approved centre in the UAE
  3. Emirates ID registration
  4. Visa stamping in your passport

Visa processing takes 2-4 weeks typically. See UAE Visa Types Explained for more detail on the investor visa route.

Step 5: Open a UAE Business Bank Account

Start your bank account application as soon as you have your company documents. UAE business banking takes 4-8 weeks, so the earlier you start the better.

RAKEZ companies can open accounts with most UAE banks including Mashreq, RAK Bank (which is RAK-based and therefore very familiar with RAKEZ setups), Emirates NBD, and digital banks like Wio.

RAK Bank is often the smoothest option for RAKEZ companies because it’s the local bank and knows the free zone well. See How to Open a UAE Business Bank Account for what banks look for.

RAKEZ Freelancer Permit

If you’re a solo professional who doesn’t need a full company structure, RAKEZ offers a Freelancer Permit. This is a personal work permit, not a company licence — but it allows you to work legally in the UAE under your own name.

Freelancer permit costs:

  • AED 7,500-9,500 per year (varies by activity)
  • Includes a residence visa
  • One activity per permit
  • Cheaper than setting up a full company

The trade-off: you can’t hire employees under a freelancer permit, you don’t have a company bank account (you’d use a personal account), and some clients or government contracts require a company rather than a freelancer.

If you’re a solo consultant or digital worker just starting out, the freelancer permit is worth considering before committing to a full company structure.

Also see UAE Freelance Visa Guide for a comparison of the different freelance permit options across UAE.

Corporate Tax and RAKEZ

RAKEZ is a UAE free zone. Like other UAE free zones, RAKEZ companies can potentially access the 0% corporate tax rate on qualifying income.

Qualifying income is broadly income from international clients or other free zone businesses. If you’re billing UAE mainland clients, that income may fall under the 9% corporate tax rate.

This is an evolving area. The rules are complex and have exceptions. Read the UAE Corporate Tax Guide for a full breakdown, and speak to a UAE tax adviser if you have a mainland client base.

Banking: Does a RAK Address Cause Problems?

This is a common question. The short answer: not significantly.

UAE banks know and accept RAKEZ companies. RAK Bank is based in RAK and actively supports RAKEZ businesses. Major banks like Mashreq and Emirates NBD also open accounts for RAKEZ companies routinely.

The perceived stigma of a non-Dubai address is largely overblown for banking purposes. What banks care about is your business activity, trading history, source of funds, and compliance documents — not whether your licence says Dubai or RAK.

Where a Dubai address genuinely matters is client perception. Some clients in the UAE prefer dealing with a Dubai-registered company for prestige or comfort reasons. If that applies to your business, the extra cost of IFZA or DMCC may be justified.

Practical Tips

Apply directly to save money. RAKEZ’s online portal is straightforward. You don’t need an agent. If you’re comfortable reading English instructions and preparing your own documents, apply directly and save the agent fee.

RAK Bank for business banking. For RAKEZ companies, RAK Bank is often the fastest and easiest banking option. They’re familiar with the free zone and process applications with less friction than some Dubai-based banks.

Check the activity list before applying. Not every business activity is available in every RAKEZ zone. Use the RAKEZ website activity search before committing.

Plan your visa quota upfront. Like other free zones, adding visas later means upgrading your package at renewal. If you plan to hire or sponsor family within 12 months, factor that into your initial package choice.

Flexi Desk is usually enough. Most small businesses and consultants start on the Flexi Desk package. You get a registered address and access to a shared workspace when you need it. Physical office space can be added later if the business grows.

Is RAKEZ Right for You?

RAKEZ is a strong choice if:

  • Cost is your primary concern and you want the cheapest credible UAE company
  • You operate internationally or remotely and a Dubai address isn’t needed
  • You want a straightforward setup process with a direct online application
  • You’re a solo consultant or small team (1-3 people)
  • You’re testing a business idea before committing to a more expensive setup

Consider alternatives if:

  • You need a Dubai address for client credibility (look at IFZA)
  • You want a premium financial services licence (DIFC or ADGM)
  • You’re in commodities and want the DMCC ecosystem (DMCC Guide)
  • Your clients are mostly UAE mainland businesses (consider Mainland vs Freezone)

RAKEZ is not a second-tier option. It’s a legitimate, well-run free zone used by thousands of businesses. The main thing you’re trading for the lower price is a Dubai address. Whether that trade is worth it depends entirely on your business.
